CCTV Footage Used to Determine Negative Behaviour

Fines were issued in my town recently to visitors enjoying themselves on a day out to the seaside for anything the council considered to be negative. How can 'negative behaviour' be determined by a council monitoring the public from CCTV rather than the Police? Negativity is subjective, meaning different things to different people. So what do you think constitutes negative behaviour that is worthy of a fine? Should I be careful not to say the word 'no' in public now?
That does seem very random and based on the whims of someone who may be very intolerant. I bet there will be lots of refusals to pay. The only negative behaviour that comes to mind at the moment would be littering. Food wrappers, bottles, cans, cigarette butts etc. Of course punch ups would warrant some sort of action.
It seems more and more we have less and less privacy and I hate the thought of being constantly spied on as it doesn't seem to reduce crime.
Lynibis The amount of control seems to be escalating and without an adequate police force the local council seem to be profiteering from the problem. I can almost imagine security employees scruitinising CCTV for the slightest thing they can issue a fine for.
What's more worrying is that every step you make is being monitored, I personally don't like that at all

EmmaWright762 or contacting the bank to say we are spending our money on junk food lol, I read some alarming things regarding if we changed to digital money, what we buy will be monitored ect..
Literally ridiculous, unless it’s obviously illegal what someone is doing. But still not nice to go somewhere and feel like your being watched…
