How Do I Set up Google Receipts Feature in the Google Opinions Rewards App???

Any ideas on this one?? I saw someone say they use the app to scan receipts. i looked on google and this is true but i cant see how to activate this feature in the app??

The only information I can find says it only available in the US and by invite other only.
