Our Christmas decorations are over 20 years old, I got them from my parents, didn't cost us anything. Got our Christmas tree using LD vouchers, so didn't cost me anything either. Otherwise I buy them in the sales.

My tree is from woolies when it closed down. Most of my Dec's are cheap ones that we've had for years. The kids get a new Dec a year for when they move out they have their own sets of Dec's with memories of xmas
Last year I collected a few garlands for free from Olio as I asked in the wanted section. I bought 2 packs of assorted baubles from a charity shop. 50p for about 10 each. £5 battery lights from Asda. Decorated the whole bannister for £5.50.
I suggest getting things in the sales so many Christmas decorations go down in price before Christmas so could get tree and decorations just before. We have so much stuff in the loft that need to get rid of so hopefully the charity shops will take them so others can get a bargain.
If I had nothing I think I'd forage. I'd collect some bits from the woods and then ask family or friends if they had any spare baubles / ribbons and make a nice garland .
Making your own door wreath is very cheap, florists sell wreaths for £25+.
Buy one metal wreath circle £1 and a roll of thin wire. Gather greenery and find some Holly with berries or buy a couple of artificial sprigs.
Over the years I have accumulated many different types of decorations so for the past few years never needed to purchase anymore. I did see on our local neighbourhood page people giving away decent decorations so always a good place to look.
I inherited some baubles from my gran when she died, they are very old and precious to me. My Christmas wreath, I bought one from the pound shop, just basic green tinsel and I customised it myself. I used battery operated lights from £1 shop, holly from my garden and the rest of the baubles and tinsel that I used came from my collection I already had.
My neighbour loved it and asked me to make her one as well.
If I was living alone I personally wouldn’t put up a tree or anything. What I would recommend though is look on local Facebook groups etc for people that may be throwing stuff out
Always lots of things being passed on through our local freecycle page on Facebook. We've had the same decorations for years and don't feel the need to change them at all, just reduce if anything.
Buy second hand. Lots of us are selling our still wonderful Christmas items and shopping for ones others are selling on vinted/ebay/market place etc
Mines a simple suggestion . For me the main part to decorate on a budget is spread the cost of what you want to do over the year and not just the last 2 months of the year .
