Wanting to Get Married but My Friends Ex Will Not Sign the Divorce Papers.

I was wondering if anyone can help ? I have a very good friend who seperated by his wife 13 years ago from his wife and then over time the 2 people have gone onto meeting there new partners. My friend in his relationship has progressed to the point he is now engaged to his fiance but the problem is his ex wife even though she has a new partner keeps refusing to sign the papers or say she has not received the papers and I wanted to ask as he has had to postpone the wedding to his new partner 2 times. Is it after a certain period of time you can proceed to get a divorce without the other person signing the divorce papers or is there any suggestions you can make for him to do .

He needs to speak to a divorce lawyer, so he can go ahead with a divorce without their consent

They should phone local divorce registry and ask what they should do in these circumstances. But one thing I would suggest is send divorce papers via recorded/registered(?) post then she can't say didn't receive.

You can still move forward with the divorce by filing a petition for divorce, even if your spouse refuses to sign. The court will serve your spouse with the petition, and they will have a certain amount of time to respond my friend is making her husband do this to make it harder in him for cheating
