Probably the chances of this taking 24MP photos is zero. It will be upscaled from a lower resolution sensor maybe 8, 12 or if you are lucky 16MP. Most of the chipsets that are limited to 4K 30fps seem to have sensors around 12MP. Its a complete waste of storage, processing time and battery life to upscale images in the camera. Find its native resolution and stick to that. Overall though it looks good value for what you are getting you just need to be realistic about your expectations. The EIS may crop the image in order to stabilise it then upscale it to the stated resolution so the image may lose detail when stabilisation is used plus you will notice the field of view has narrowed considerably.
