Is Vaping Allowed inside Manchester AO Arena?

I thought you wasn't allowed to vape indoors especially with somewhere with high security but last night I witnessed several people vaping in the crowd. Is there really a ban because no one told these people

I thought all vaping had to be done outside or is it venue choice just looked it up there is no law against it
