Anyone Got a Grey Card from Royal Mail Stating a Fee to Pay?

I received a grey card with fee to pay, precisely £7 and I cannot work it out who send it as no tracking no or anything. I may go to Delivery Depot to check but it says The sender did not pay the full postage.
Yes I have had these before, always from eBay sellers who haven't paid the correct postage, so whoever it is from they didn't pay correct postage so you have to pay it, £7 must be a large package for that amount, unless it's from overseas
Yes I've had them before. Never for such a large amount though, they were always below £2. I had to go the depot to get it and pay the fee.
