In a few months or so of time, YouTube will be launching YouTube Music and with that, also YouTube Premium. Here are the prices:
Looks very much as YouTube is slowly distancing itself from being an internet website where people post their videos and moreso dive in to professional web-series/movies and music subscription(s).
We'll see what happens once we cross that bridge.

why does it says on the youtube section Downloads. Does this mean that you will be able to download YouTube videos to watch them offline
Yes, you will be. Although I've noticed that feature already exists now but only for premium members.
The quality of the file downloaded is probably identical to using websites/programs/apps which do the same. This is, because, YouTube videos are compressed so we can't get the original video file unless provided by the poster.
Example: A 3min original video file could be 300 MB but compressed on YouTube, it's down to less than 10 MB.
Adblockers can do that but not suitable if you use cash back websites as it too blocks tracking.
On Android, you can just use YouTube Vanced and call it a day.
Rockman Wait when will this be released. Also when you said Downloads for free. Do you mean that you go on to the youtube app and then click the download button?
